December 2006 Legislation Report

Greetings! First, Here’s an update from Washington, D.C. (FAA) Federal Aviation Administration proposes to retain the current reservation system and the limit of six nonscheduled operations per hour as part of a larger proposal that would create a new slot system designed to limit the use of smaller scheduled jets at LaGuardia International. LGA is currently operating under a slot system through the High-Density Rule, slated to expire January 1, 2007.

Secondly, Reveal Imaging Technologies of Bedford, MA reports that (TSA) Transportation Security Administration has certified its CT-80 explosives detection system for use in U.S. Airports. The CT-80 uses Computed Tomography technology to shrink the size, weight, and cost of the system. Reveal says TSA has placed a $24 million order for the CT-80s, with the first installation recently completed at Jackson Hole (WY) Airport.

Thirdly, (TSA) Transportation Security Administration is considering a shift of $20 million from the “puffer” machines to fund improvements in X-ray technology. After the upgrades, the X-ray machines would be able to take multiple images of the contents of carry-on-bags.

Fourthly, TSA, also delays security requirements, criminal background checks, and threat assessments for tens of thousands of workers who handle passenger airplane cargo, saying the aviation industry is unable to meet previous deadlines. The conclusion was based on more than 4,500 comments from industry in response to it final rule regulating cargo, according to the (TSA) Transportation Security Administration.
