ANNUAL FLY-OUT, PUEBLO, CO – JUNE 2 – 5, 2005

Located in southern Colorado at the eastern base of the Rocky Mountains, the city has a population of slightly over 100,000 people. At an elevation of 4,662 ft, in June it will have days in the high 70s and low 80s with evening temps in the 50s. Located on the Arkansas River (which flows through the city), it began in the 1840s as a gathering place for trappers, mountain men, and traders. In the 1870s coal was discovered nearby and the railroad moved in. It became Colorado’s second largest city and was a major industrial center. In WW II a bomber training base was built a few miles east of town which is now Pueblo Memorial Airport. Today Pueblo is not the second largest city in Colorado but it is close to number 4 or 5. Most people are familiar with the US Consumer Information Center located in the city. Just west of the city is the 17,000 acre City reservoir in a state park. The city has 279 acres of parks to include the 26 acre downtown Arkansas Riverwalk. A few blocks away is the Union Avenue Historic District featuring shopping, restaurants, galleries, entertainment, and cafes all in restored brick buildings. For more information see www.puebloharp.com. Pueblo is about 30 miles from the mountains, which makes for an excellent day trip before or after the meeting. Pueblo has a very nice zoo, excellent museums and art galleries, which allows for an enjoyable relaxed time between planned activities. The Historic District and the Riverwalk also have a 25-minute excursion boat ride on the river for $5.00 ($3.50 for seniors and retired military). In the Union Avenue Historic District you will find nightclubs, sidewalk cafes, furniture stores, gourmet cookware, art galleries, day spas, gift shops, antiques and more! Don't forget to make the turn on "B" Street where you will find more shops, restaurants and the Union Avenue Depot, one of the most magnificent train depots in the western United States.

Air Force Academy Tour: Visitors to the Academy must enter through the North Gate, which can be accessed from Exit 156B on Interstate 25, 56 miles north of downtown Pueblo. Areas open to visitors include the Cadet Chapel, the Field House, Arnold Hall and the Honor Court. The Visitors Center will be open Saturday, June 4 from 9:00 a.m. to 5:00 p.m. The Cadet Chapel is open from 9:00 a.m. to 5:00 p.m. Monday through Saturday with periodic closings for chapel events. Please note that graduation is on Wednesday, June 1 and that much of the main Chapel will be closed on Saturday because of many Academy marriages over the weekend. Hotel: The Pueblo Marriott at the Convention Center, 110 W. First St., Pueblo, CO 81003, is in the heart of the downtown historic district and just two blocks from the Riverwalk. It has a restaurant and lounge, spa, indoor pool, and fitness center. The rate is $70 plus 11.7% tax. Call 1-(800) 228-9290 (other phones 1-(888) 238-6507 or (719) 542 3200). Tell them that you are with USPA and that you want the USPA meeting rate. The cut-off date is May 13, 2005. There will be a hospitality suite in the hotel.

USPA Meetings: All of our meetings will be in the adjacent Convention Center as will be our Saturday evening banquet. A complete breakfast will be served buffet style from 7:00 a.m. to 8:00 a.m. before the Friday and Saturday meetings.

Airport and FBO: Pueblo Memorial Airport (PUB) is the selected airport of arrival. The host FBO is Flower Aviation-PUB. A full service FBO, it is open from 6:00 a.m. to 11:00 p.m. daily. They will offer 40 cents per gallon discount on fuel and free parking. They also offer rental cars. Call 1-(800) 222-7746 or (719) 948-2447.

Transportation: No transportation will be provided. Hopefully, there will be enough rental cars or shared taxis to get to the Friday evening event. The Saturday tour of the USAF academy will require a rental car. A taxi (719) 543-2525 serves the FBO to hotel or reverse and is $16.90 per cab plus 50 cents for extra people (cab holds 4 people). An airport shuttle (719) 545-9444 is $10 per person and it holds 14 people. The shuttle needs advance notice the day before arrival.

Cost: There is a single price for everything listed above. Two complete breakfasts, the evening at the Museum and the catered meal, the banquet, and the hospitality suite. There are no options to pick and choose due to the nature of the costs to USPA and the contractual agreements we had to make to reserve everything. The single cost per person is $99 per person.
Schedule of Activities

Thursday, June 2 – Hospitality and registration are available at the hotel in the afternoon and evening. All day and evening are open for you to relax and enjoy Pueblo.

Friday, June 3 – 7:00 a.m. to 8:00 a.m. buffet breakfast in the meeting room at the Convention Center. 8:00 a.m. to noon General members meeting in the Convention Center. Lunch is on your own with early afternoon free. 4:00 p.m. to 6:00 p.m. tour Pueblo Historic Aircraft Museum, which has about 24 WW II planes on display and a gift shop. 6:00 p.m. to 7:00 p.m. catered dinner in the Museum. 7:00 p.m. to 9:30 p.m. FAA WINGS Safety Seminar in the Museum theatre (open to the public). 9:30 p.m. return to the Marriott. 9:45 p.m. to??? hospitality suite at the hotel will be open.

Saturday, June 4 – 7:00 a.m. to 8:00 a.m. buffet breakfast in the meeting room at the Convention Center. 8:00 a.m. to noon. USPA Board meeting in the Convention Center. All members are welcome. Lunch is on your own. Afternoon tour of the USAF Academy in Colorado Springs. For those people going on the 2005 USPA trip to Alaska, on Saturday afternoon there will be a meeting to review all the final details, answer any last minute questions, and go over the planned route. Those who are not going to AK and who may want to do so in the future may want to attend this briefing session. TPA MEMBERS THANKED

AGUA DULCE AIRPARK WILL REMAIN OPEN

USPA President Steve Uslan received the following email from Mary Johnson, who was coordinating the effort to retain Agua Dulce as a public-use airport when it was being threatened with closure. USPA is proud to have assisted in this effort, and is happy to share the good news with our members.

“On Wednesday, April 20, 2005, the LA County Regional Planning Commission voted overwhelmingly to retain Agua Dulce as a public-use airport. By a 4-1 margin, the Commission voted to keep the Agua Dulce Airpark operational.

The Commission also voted to modify the Airpark's special use permit, approved in 1960, and directed planning staff to work with the airport owner to clarify and adjust some conditions in the Airpark's permit.

Agua Dulce Airpark owner, Barry Kirshner thanked the Commission for its thoughtful deliberations and said he looked forward to working with the community and county staff.

"Today the Commission recognized that Agua Dulce Airpark is a community asset and valuable resource. For the past five years, Agua Dulce Airpark has been involved in the community and we look forward to continuing our efforts," said Kirshner.”

USPA PRESENTATION AT JOPLIN, MO

USPA Executive Director Jan Hoynacki was the invited guest speaker at the monthly meeting of the Southwest Missouri Chapter of the Missouri Pilots Association last Thursday evening, April 21. Unfortunately, she and USPA Past President Paul Hough had to drive due to stormy weather.

There were approximately 22 members in attendance at Ryan’s Steak House, and Jan and Paul had a lovely evening meeting new friends and renewing acquaintances, including visiting with USPA member Bill Lynch, who flew his plane to Alaska with USPA in 1999.

Since that chapter is hosting the MPA Annual Convention in June, the meeting began with a recap of the status of the event planning. Then Chapter President Mike Curtis introduced Jan, who explained the history, purpose, and function of USPA. Much to their credit, and to the delight of USPA, four new Individual Members joined USPA that evening.

Our thanks go to Mike, his officers, and the SW MO Chapter for their warm hospitality, a delicious meal, and for their interest in USPA!

NMPA PRESENTS SAFETY SEMINAR

Fly-in to Grants Airport for Safety Seminar and Hamburger Cookout

Ron Keller and Bob Worthington presented a Safety Seminar at Grants, NM, at the G-M FBO. Six local pilots attended and two others flew in from ABQ when the seminar ended. There were over a dozen at the hamburger cook out (which was excellent with all the trimmings). NMPA gained two new members. Bob spoke of why pilots should join NMPA, and then Bob and Ron discussed several things that NMPA and USPA did that works for the benefit of pilots.

Bob then did a presentation on what the NTSB does and what a pilot should do if ever involved in an aircraft accident. Ron spoke on the changes occurring within the FAA which will effect pilots, such as the dropping of several hundred NDB approaches, the use of new technology which will enhance the FAA's ability to use radar to provide better WX information and provide radar coverage for tracking at greater distances, and the reason why the ABQ tower frequency had to be changed.

While the attendance was not standing room only, the audience was fully appreciative of the seminar, and NMPA's presence allowed more NM pilots to understand who we are and what we do.

The next fly-in meeting will be on 21 May at the Mid-Valley (E98) EAA fly-in and open house. We hope to see more of you there.

“HIGHWAY IN THE SKY” AIRS SUNDAY

EAA has announced that “60 Minutes” on CBS will air a segment on personal aviation, titled “Highway in the Sky,” this Sunday, April 17, at 7:00 p.m. EDT.

Included in the CBS promotional information is the following: “Have you ever dreamt about the day you can buzz around in your very own flying machine? Well, that day may be sooner than you think. The folks at NASA have built something called “The Highway in the Sky,” a computer system designed to let millions of people fly whenever they please in their very own vehicles.”

If you’re interested, you might want to tune in Sunday night.

USPA URGES CONTRACT TOWER FUNDING

On March 30, USPA Vice President (and Past President) Chuck Huber wrote Congressman Jerry Lewis (R-CA), urging him to support the funding of $90.5 million for the FAA Federal Contract Tower Program, plus $7.5 million to be used exclusively for the contract tower cost-sharing program.

Rep. Lewis was recently named Chairman of the House Appropriations Committee, which is responsible for funding all federal programs.

Currently 226 smaller airports in 46 states participate in this program, and the safety and efficiency record of the Contract Tower Program has been validated for the past two decades. USPA does not want to see smaller airports return to uncontrolled and “see and be seen” environments.

USPA SEEKS SUPPORT OF BRANSON WEST AIRPORT

At a Transportation Roundtable held at the Branson, MO, city hall, March 31, featuring Senator Kit Bond (R-MO) and MoDOT District Engineer Dale L. Ricks,
USPA Executive Director Jan Hoynacki requested support for the Branson West Airport.

Understanding that the Ozark, MO, airport expansion was no longer a viable project, Hoynacki requested the funds allocated for Ozark be directed to the Branson West Airport. She also identified the great value of smaller community airports, which play a vital role in Missouri’s transportation system, in addition to the larger airports which support commercial aviation. Senator Bond acknowledged their importance since he himself frequently uses the smaller airports throughout the state. He also promised to look into the matter and see what might be possible, in view of the fact that all state transportation funds are greatly in demand.

MO REP JACK JACKSON HOSTS MPA

On an extremely windy day, Wednesday, March 30, about 20 Missouri Pilots Association Members rendezvoused at the Jefferson City Airport for a tour of the state capitol with fellow pilot Representative Jack Jackson (R) of St. Louis.

Representative Jackson is a member of several committees, including Homeland Security and Veterans Affairs. In addition to his legislative duties, he is chief test pilot for Boeing Company in St. Louis, and he has more time in a Harrier than anyone else on earth. He was a Colonel in the United States Marine Corps, serving in Viet Nam and North Carolina. He is the recipient of four Distinguished Flying Crosses, and is one darn nice guy.

After being introduced on the House floor, the MPA group had a complete tour of the capitol building, including a detailed explanation of just how legislation “happens” in Missouri. Jack was pleased to note that USPA was also represented in the group, and issues involving aviation in Missouri were definitely discussed.

A good relationship with your elected officials is important—at all levels. Do you know yours?

TWO USPA MEMBERS EARN NO. XX WINGS AWARD

At an FAA Safety Seminar on the campus of The College of the Ozarks in Branson, MO, March 28, USPA members Seth Caperton and Jan Hoynacki were presented plaques by KC FSDO Safety Program Manager Randy Robinson for completion of level XX in the FAA Wings Safety Program. Explaining that there has been only one other presented in the KC FSDO—to USPA Member Micky Pinkston of Springfield, MO,--Randy also stated that these two plaques would be the last, as Safety Program funds have been drastically cut.

Seth Caperton is a long-time member of USPA, is the Co-Chairman of the Board of the Missouri Pilots Association, and is a Past President of MPA and the Ozarks Chapter, MPA. Jan Hoynacki is the Executive Director of USPA, and is a Past President of MPA and the Ozarks Chapter. USPA member Micky Pinkston is also a Past President of MPA and of the 99s. WAY TO GO, USPA!!!!

By attending at least one safety seminar during the year, and flying at least three hours with an instructor, a pilot is eligible for a new phase of Wings, and has also completed the requirements for the Bi-Annual Flight Review. MPA has an annual contest among its chapters for the most members completing their Wings. And statistics show that the pilots participating in the Wings Program are not the ones who have accidents.

TELEDYNE CONTINENTAL OFFERS VALUABLE WEBSITE

While touring the Teledyne Continental Motors facility in Mobile, AL, recently, as part of the USPA quarterly flyout/meeting, USPA members learned of a great website for Continental engine owners and also FBOs: www.tcmlink.com. Enter your engine serial number, set up a password, go to AVIATOR SERVICES, and you’ll find all sorts of valuable information on your engine, including service bulletins, ADs, recommended service, technical information, trouble shooting, service manuals, etc.

And if you’re not “on line,” you can obtain the same information by calling 888 tcm-link. It’s a free call. And as a Continental owner, you’re encouraged to use it.
